The National Competitiveness Center (NCC) is an independent governmental entity established in 2019 and organizationally linked to the Council of Economic and Development Affairs in Saudi Arabia. Its core mandate is to implement economic reforms aimed at fostering a thriving business environment and enhancing the Kingdom's overall competitiveness on a global scale. The NCC achieves this by identifying and monitoring challenges and obstacles faced by the private sector, proposing development recommendations, and ensuring integrated cooperation with various government entities for effective implementation and compliance.

The Center collaborates with 65 government entities to improve and develop the competitive landscape within the Kingdom, striving to elevate its ranking in reputable international competitiveness indicators and reports. A key part of its operational strategy involves in-depth studies to analyze barriers encountered by both public and private sectors, leading to the formulation of strategic solutions, initiatives, and recommendations, whose execution is subsequently monitored.

To facilitate stakeholder engagement, the NCC operates digital platforms such as the "Private Sector Feedback Platform" for collecting input and suggestions, and the "Istitlaa Platform" for unified consultations on economic and development-related regulations and bylaws from the public, private sector, and government entities before their final approval. The scope of its reforms includes initiatives like allowing 100% foreign ownership in many sectors, streamlining business processes, enhancing efficiency in services such as port operations and electricity provision, and promoting women's economic participation.
