Utah's power sector in numbers

Bywatts maps 61 operating power plants with 7.6 GW of nameplate capacity in Utah. Coal leads with 61% of that capacity across 5 plants, followed by Natural Gas (29%) and Wind (4%). The inventory also includes 7 plants (221 MW) that EIA-860 lists as retired, 1 partly retired with no operable units of its recorded fuel and 2 never built; the largest retired plant is CARBON (189 MW, retired 2015).

The largest operating plants are INTERMOUNTAIN POWER PROJECT (1,640 MW, Coal, LOS ANGELES DEPARTMENT OF WATER & POWER), HUNTER (1,472 MW, Coal, PACIFICORP) and HUNTINGTON (996 MW, Coal, PACIFICORP).

Of the 61 operating plants with a recorded commissioning year, 20 came online in 2000 or later and 5 in 2010 or later; the busiest decade for new capacity was the 1970s (2.5 GW).

The largest operators by operating capacity are PACIFICORP (11 plants, 4.1 GW), LOS ANGELES DEPARTMENT OF WATER & POWER (1 plant, 1.6 GW) and DESERET GENERATION & TRAN COOP (1 plant, 500 MW).

Retail electricity sales in Utah reached 35.1 TWh in 2025, up 16.2% over ten years and up 1.1% year on year; residential customers took 33.5% of it. The average retail price across all sectors was 10.67 cents per kWh, up 24.9% since 2015.

The database also maps 287 named substations (25 of the 208 with a recorded voltage are rated 345 kV or above), 4 data centers (operators include Lumen Technologies, Tonaquint Data Center and Verizon Communications), 185 solar installers and 42 solar companies in Utah.

What this means for insurance placement in Utah

0 of 29 assessed Utah counties flag as Constrained or Difficult on the modeled insurability signal, which is where percentage hail and named windstorm deductibles, and any sublimit discussion, tend to start. The signal is a screening output, not a carrier decision.

Data source and vintage

Modeled estimate for screening and negotiation. Built from FEMA National Risk Index county hazard data and a solar vulnerability layer documented above. Not a quote, a binder, or actuarial advice, and not a substitute for a carrier's own model. Hazard data: FEMA National Risk Index December 2025, synced 2026-07-24. Resolution is county level, not site level. The solar vulnerability layer that turns FEMA building loss into modeled solar loss was derived by Bywatts and revised on physical reasoning. It has not been reviewed by a practising underwriter.
